For Guys: Do guys like really preppy girls?

It probably has more to do with confidence. These girls seem very confident and guys like that in girls. Unfortunately, the shy insecure girls never get noticed. Maybe build up some confidence, dress cute (not fake like those girls) naturally cute, and just be your happy outgoing self when talking to guys. Also, these boys might be intimidated by "real" girls like you, so they go for the kind of girls that you just described.
