Why doesn't the USA do business with third world countries with Oil or natural resources?

China has been giving us cheap things from their cheap labor and not charging much for years, and just in the last year or so, China started loaning lots of money to the US for Social Security. Our SS fund had been raided for over 10 years, maybe 20 or more by incompetent politicians.
