Should Canada stop/reduce immigration?

I certainly don't think we should reduce immigration in general; it's the only way we're keeping our population up...Canadians don't have enough babies! I think we should do more to encourage immigrants to settle outside the traditional centres like Montreal, Toronto and Vancouver. If we could offer cash incentives, housing support, job placement, etc. on condition of them settling in a rural area or just smaller town, it would help a lot to spread out the population.
